Wharton/Penn vs. Stanford vs. Duke

My daughter has narrowed her choices to these 3 schools. Although she is interested in international business, political science and public policy, she may change her mind in the future. In terms of changing majors and flexibility, which school is the most flexible? Also what are the unique academic and social aspects (both negative and positive) of each school.

Duke is definitely very flexible. I’m fairly certain that Stanford is too. Not sure how much flexibility she will have at Wharton. She can certainly get a degree from the college in admission to a Wharton degree but that might be quite challenging. The Sanford school at Duke is very highly regarded for public policy. I am not sure whether Penn and Stanford have standalone public policy schools.
