What are my chances at UW with poor grades but strong ECs?

I’m a junior at a very competitive high school in Washington wanting to apply for University of Washington in my senior year. I have poor grades (because of lazy freshman year and IB Diploma) but fairly strong extra curriculars.

I am also Asian (will they compare me to other Asians much?)

My stuff:
GPA: 3.3 unweighted
SAT: 1990 1st time 1980 2nd time, 2250 3rd time (UW wants all scores)
IB Diploma Candidate
Junior Classes: (IB Business SL, IB Physics SL, IB American Studies SL, IB English SL, French 2, IB Math 1 SL)
Senior Classes: (IB Business HL, IB 20th Century History HL, IB English HL, IB Psychology SL, Theory of Knowledge, IB Chinese Self-Study SL)

Extra curriculars:
Treasurer for engineering club
CTO for a nonprofit cultural org
Qualified and participated at DECA Nationals 2012 (ICDC)
Executive board member for school’s DECA chapter
Key Club member
Royal Canadian Air Cadet Flight Corporal Freshman year (not sure if they’ll look at freshman extra curriculars)
Passed RCM Level 8 Piano Exam Freshman year
Bronze Medal at CANAM Martial Arts competition (in 7th grade, not sure if they even look at that)
Junior Varsity Men’s Swim & Dive
Junior Varsity for Sprint - Track & Field
Advanced Team for Muay Thai currently

Will take a computer programming class and a public speaking class at a community college this summer.

I am also considering a mission trip to south africa this summer - do colleges care for these?

With all of these, what are my chances of getting into the University of Washington? Also, will they see my semester 1 Senior grades after I send my application?

Thanks so much!
