<p>You have a good chance at all the schools you applied to except UCLA and UCB. You have a decent chance at UCLA because you are below the average GPA and will really come down to your personal statement and application. UCB will be fairly difficult because the average GPA to the social science division is quite high and many people apply to this division and makes admissions very competitive. But who knows you can get accepted at all the schools you applied to.</p>
<p>Under prop. 209, California public institutions are forbidden from using race as a factor in admitting students. So your URM status has no effect.</p>
<p>It is true that admissions officers are not allowed to see the race of an individual and are not suppose to use race in the admission process. However you can say that you are a URM in the personal statement question and then the admission officers have no choice but to see you are a minority. And this is debatable but being a URM will be a factor in your admissions.</p>
