Service hours: I have tons through scouting but could I count the ones from boy scouts? or do they have to be separate?

Major - Computer engineering/IT/systems management/cyber security (Mainly computer engineering and IT)
Minor - No idea. Help? (can it be related to my major?)

Grades show steady clear improvement. Freshmen year I didn’t try at all and my grades have a positive trend. I’m also at one of the top high schools in the nation so 1. my class rank will be low but 2. the rigor is hard here.
The probabilities of getting admitted would be, in my opinion:
UIC - good
IIT - fair
DePaul - very good
Loyola - very good
Purdue - moderate to low
UIC is my first choice! 
Also can I ask a quick question? didnt wanna make an entire thread.
If I apply to UIC for computer engineering and get denied, can I reapply for IT management? Even if I can’t get into that major I still want to go to the school. I just want to do something tech computers.
