I belong in the old school and believe that you should submit as much objective evidence as possible, which is why I have always advised kids to take the tests to the extent possible.
When in doubt, applicants can call or e-mail the school AOs and ask them what % of freshmen were accepted without submitting test scores. I believe most top schools would tell you-some of them even publish it in their admission stats.
