What are my chances into a top tier school?

I had a terrible high school gpa, because, for my first two years, I had a pretty bad home life and wasn’t at all focused on school. My last two years of high school, I made all A’s but was only able to pull my gpa up minimally.
Currently, I am a honors student (because of SAT scores) studying computer science at a community college.
My current stats
GPA : 4.0
Extracurriculars: Editor on school magazine, PTK honor society member, Mesa scholar, PLSAMP (for high achieving STEM students to do research) member, thinking of starting a club, and I work 18 hours a week in an office at my school.
I am going to retake the SAT if i transfer somewhere that requires it.

What are my chances for Georgia Tech (doesn’t require SAT, or Hgh school gpa), UGA, UCBerkley, UCLA, Boston College, Smith college, U of V, U of M, Boston University?

Okay…a 4.0 isn’t usually bad…but I’m guessing that’s weighted? I personally don’t think starting a club is the best idea. Everyone seems to do it just for college apps, which is ridiculous. Without scores and knowing what your GPA is compared to those at your school, I’m unable to chance you.

it’s a college gpa so it’s not weighed. Ga Tech doesn’t require test scores which is my first choice.

and I wanted to start a debate club, not just for my transfer application, but because I’m interested in it and my school doesn’t have one.

Can you afford the OOS publics? The UCs offer NO financial aid to OOS residents and you need stats to get in.

2040 the first time but I plan to retake it. My top choice is Ga Tech, then UGA, they don’t require SAT’s. But I’ll retake the SAT if I apply to a school that needs it. I probably won’t attend anywhere that requires me to go into severe debt as I don’t qualify for pell either.
