Let’s say I end my school year with a 4.0 unweighted and 4.8 weighted, 3’s and 4’s on AP exams, 28 on the ACT, and 1300/1600 on the SAT. Valedictorian, President of the Choir Department, Assistant Director of the show choir, CCSD Solo & Ensemble, Honor Choir, Vice President of National Honor Society, etc. what are my chances of getting into Stanford or Berkeley??? What do they exactly look for?

ACT and SAT scores are on the low side. You want to bump up these scores into the 32+/1450+ range for better chances. Also Stanford is a Reach school for all applicants and you need something special to stand out from the crowd. Leadership positions are good but I suggest you look at the decision threads from this year and see what it takes to get into these schools.
Your chances at Stanford are virtually nonexistent.
