What are my chances of transferring to these universities?

What are the chances of transferring from a 4 year State University, such as Rutgers, to a more prestigious school such as NYU, Cornell, UVA, or Boston College
Highschool GPA: 90.6
College GPA: 3.7
SAT: 1300

I’m primarily interested in target schools for investment banking. I’m not confident that transferring now into Rutgers’ Business School would give me the best possible chance for recruitment.

I played two Varsity Sports/ basketball captain in Highschool, worked a lot at a retirement home, heavily involved in environment club and FBlA, and took 3 AP classes (Government, Psychology, and U.S History). Also, took many honors classes.

UVA is very hard to transfer into if you’re not in state. NYU should be certainly do-able. Cornell, especially Dyson, will probably be very hard to transfer into. Most elite schools look closely at your high school grades.
