What are my chances with a 3.5 - 3.6 GPA? Vanderbilt, USC, Occidental

So I’m not really happy at my current school and am looking to transfer. I’m looking a t schools that are liberal politically, in warm climate and with a good computer science program. The school I’m at currently is not very diverse and there are not many URMS like myself that attend(88% white). Wherever I apply needs to give good FA because my family does have a lot of need.

High School Stats:
3.4 GPA, Lots of Honors and AP. top 30%
1290/1880 SAT
Good letters of recommendation.
MY ECS were lacking as most of it had to do with entrepreneurship I did by myself outside of school.

College Stats:
3.5 First semester GPA
I commuted about 1 hour each day each way for the first month and a half of school so I couldn’t really get involved.

USC
Cornell(reach I know)
U of MN
U of Wisconsin - Madison

I knew 2 black people with 3.8s that both got full-ride scholarships to USC last year. 3.5 is kinda low but it’s worth a shot.

Gotta love affirmative action. I know kids with a 3.8 who could barely get into Rutgers…
