What chance do I have getting into the following schools.

I am a high school junior. I have an ACT score of 25 (I will be retaking soon), a UW GPA of 3.915
No AP course offered at my hs but I am doing full time dual enrollment. Courses I have taken are Gen Chem 1, Precalc, Intro to MacroEcon, Communication, Intermediate Spain 2, Intro to Global Geo, Ancient Rome HIST, and Writing. These are all taught by PHDs. Next year I will be taking Gen Chem 2, Gen Physics 1&2, Bio, Calc 1&2. I am a well-rounded student. I volunteer a lot but currently not in any athletics. I want to do engineering. I know my ACT is not up to the standards of an ivy league but I am considering UPenn. What do you think? Could I get in? If I don’t get into Upenn I am think of UMN CSE. Would I even have a good opportunity to get into that school?
