Also, I would like some information on the heop program for cornell (ex. ppl who got in’s gpa and sat score).
probably not your reach schools. you should consider the fact that as an OOS, you are competing for fewer spots than others. reconsider your reach, match, and maybe add some in state colleges to match list?
What is your CR+R for the SAT? You should take the ACT.

Your reaches and matches are not realistic. I know you are hoping for a 2200 SAT and you might get there but you should put together a more realistic list that reflects your GPA and SAT. It is OK to have a few reach schools in case your SAT soars but your GPA is low for most of these schools.
You should sit down with your guid counselor. You’ve seriously over-estimated your chances on almost every school on your list. Penn, Cornell, CMU and UM are out of reach.
If you went to one of the very top private or public magnet high schools maybe a 3.55 could get you into some of these schools. Nice ECs. Lower your sights or you are setting yourself up for failure and disappointment. Going from 1940 to 2200 does happen but to students who devote their summer to taking practice tests and even then only very rarely. Nothing about classes you’ve taken in your original post
Agreeing with others that your list isn’t appropriate for your stats. Look at a Princeton Review college guide, or a website like http://www.collegedata.com/ to see scores and grades of the students at the various schools. If you are URM/first gen, that will help some, but likely not enough for your current reaches. You’ve listed only big schools, but liberal arts colleges and in particular the Colleges That Change Lives http://www.ctcl.org/ are something to consider.
