I have a 1960 SAT score and practically I know that Harvard wouldn’t really take me.

But there are a few colleges which I fall in their SAT score range and are still decent, like USC, Cornell,Brown and Johns Hopkins.

I definitely want to apply to these schools, but I don’t know if they are actually the right choice for me as I want to study liberal arts in college.

Hey! Try not to rely totally on US news rankings, they’re a great starting point, but no one who is going to hire you is going to pick someone over you because they went to a college that is higher ranked on US news. Instead, look at things like the Psychology department size and quality. Try to find a school that you would really like to attend and that is known for emphasizing a well rounded undergraduate education. Once you find a (kind of large) list of schools that “fit” you, look at the psychology department website for each school and see how large the department is and what kind of classes they offer. Try e-mailing a professor to see what’s going on with research or the curriculum there. If it seems like the school is more focused on other disciplines like engineering or business, maybe cross it off the list and focus on schools that have a big focus on things like psychology, other social sciences, and the liberal arts. Make your decision based on the college you think will give you the best education and prepare you best for the future, rather than the college that is ranked “higher”. Good luck in your search!
