I’m from Chicago and here in order to get in-state and in-district tuition here at the community colleges, you need to be resident for only 30 days. Where else in the country is that possible? I’m really interested in relocating somewhere south like Florida, Texas, New Mexico, Arizona or California. From what I’ve researched, there is no such college where it is much easier to get cheap and in-state tuition. Everywhere they require 12 months of prior residency. Please advise!

You are out of luck. During the 12 months of residency you cannot be a student and there are many other requirements.
So is City Colleges of Chicago the only college in the whole country where you can get cheap and affordable in-state tuition with only 30 days of residency needed? I’m sure there are more colleges like this.
City Colleges of Chicago are very unusual in this respect. As noted above, typical residency requirements are 12 months without being a student.
In most Utah schools, good grades and scores can get you an out of state tuition waiver. If you establish residency during that year, you qualify for in-state tuition thereafter.
NYC CUNY community colleges require six months continuous residence immediately before beginning classes, or having been a NYC HS student just prior to enrolling.
