What CSU classes will transfer? When could I realistically transfer?

I have been going to a CSU for one semester and will start my next semester in a week. In the summer and fall I will be going to a nearby JC because I want to transfer to a UC. I don’t know what classes will transfer from my CSU and if I should stay in the classes I am enrolled in. Previously, I was a biology major but I want to be an international relations major.

In the fall I took:
General Biology 1 B+ (4 units)
Introduction to Psychology A (3 units)
Introduction to Music B (3 units)
Honors Communications B (3 units)
Mathematical Connections (1 unit)

Spring classes:
British Literature (3 units)
Honors Philosophy (3 units)
Statistics (4 units)
Internship (1 unit)
Lifetime fitness training (1 unit)
Will try to get into econ or political science (3 units)

AP exams:
English Lit 3
Gov 4
US History 3
European History 3
Studio Art 3

The problem is that I don’t know when I should be able to transfer to a UC because I don’t know how many units I will have. I know I have to take prerequisites for my major but I don’t know if I’m done with the general ed for a UC. So realistically, when will I have 60 units? Do AP tests count towards the 60 units? I will probably take as many units as I can at the JC. Also, I know only some UCs accept winter transfer if I file an appeal. Could I be done by then? I am going to try to raise my grades.

If you will reach 60-semester or 90-quarter units by the end of Spring term 2013, then you should apply to the UCs in November 2012.
