What does "by January 3rd at 11:59PM" mean?

<p>If a school requires you to submit the supplement “by January 3rd at 11:59 pm (Pacific Time)”, does that mean by the end of tonight, or tomorrow night?</p>

<p>It means before 12:00 am, the first minute of January 4th rolls around. </p>

<p>If you plan on waiting until the last possible minute, at least give yourself 3 minutes for any technical problems that could arise.</p>

<p>agree totally with this. my computer randomly shut down when i was submitting my QuestBridge Scholarship application; luckily though i live on the east coast so 11:59pm Pacific time gave me three extra hours, but still… factor in plenty of time for anything and everything that could go wrong.</p>
