What does it take to get a full ride?

What does it take GPA/SAT wise, as well as extracurriculars to get full rides at second and third tier universities such as:

Ball State University
Roanoke College
Truman State University
Missouri State
Florida International University
Nebraska Wesleyan University
Virginia Commonwealth University

If these institutions offer any full-ride scholarships, that will be right on their websites.
