What Does "Narrowly-Tailored" Mean?

<p>I think it means made specifically for, or rather in a sentence:</p>

<p>specific makes sense in the above case.</p>

<p>Race-sensitive admissions plans must serve some “compelling” goal, universities must not be able to pursue that goal adequately without them, and they must be “narrowly tailored” to achieving that goal. </p>

<p>narrowly tailored what does it mean?</p>

<p>It means they must be carefully drafted to achieve the desired goal without, in this case, crossing the line where they become race quotas, which would clearly not be allowed.</p>
