what does the PENN motto mean?

what does the PENN motto mean?
Leges sine Moribus vanae
“Laws (or learning) without character are in vain.” or "laws without morales are useless

how should i understand this?"??

i mean, can someone use this sentence in a context so i know what they mean?

thanks!

i dunno why you would use this in your application

but basically, without a moral foundation for the application and enforcement of laws, those laws are pointless.

if we don’t value life, then what is the use of having a law against murder? if we don’t value honesty, then what is the use of laws against theft?

the value of education, therefore, is not simply in conveying principles and theories (laws), but in providing a moral framework for their interpretation and integration in our lives.

i wasn’t planning to use it in my application

i just wanted to know Penn more XD
