I would look at airports where she can fly on Southwest - even if schools offer transportation to the airports, it is much harder and more expensive if they have to fly as unaccompanied minors. Southwest allows them to fly at 12 as youth flyers.

We also relied on Southwest for its no change fees. Several times, an exam schedule change resulted in a flight change.
