What engineering schools can I transfer into with a very low GPA of 3.1?

Can I get into any good engineering schools, transferring with a 3.1 GPA from a 4-year institution?

-AA degree from CC
-good amount of ECs but none are technical ECs (community service, volunteer, sports in HS, intramurals in CC, clubs, etc.)
-worked on-campus at CC

I am a sophomore btw, but I attended CC before. Many of my credits at CC won’t apply to an engineering degree since I did an AA degree, which is why I am a sophomore not a junior in terms of engineering.

Also I plan on studying mechanical engineering, with aerospace as my second choice.

Washington public universities with ME include EWU and WSU.

There are also numerous public universities in the Western University Exchange that offer 1.5 times in-state tuition to students from other states in the region. Most of them are not that selective (the more selective ones do not need to discount out-of-state tuition to fill their seats). See http://wue.wiche.edu/search1.jsp to search for schools.
