what happens if I do not make it into the school of engineering?

I guess this applies to any college, but what happens if I apply for the school of engineering and dont make it in? Do i get rejected from the school entirely, or just put into another program?
In particular for schools like VT and Penn State where in general the school is very easy to get into, but have good engineering programs that will probably be quite competitive?

At maryland if you don’t get a LEP, you still can get into the college and can try to get into the LEP later.

I would try to apply to atleast five colleges for the engineering program because it is horribly competitive.

It depends on the college. momof3greatgirls is right; UMD puts you into the school even if you don’t get into the engineering program, and you can try for it later. Cornell, on the other hand, for example, will reject you if you don’t make it into the school. (Conversely, if you get into your second option at Cornell, you’ll have to apply as a transfer student to get into its Engineering school).

Research each school to make sure you know how strict they are.
