Legacy applicants tend to be more advantaged because they do not include first-generation-to-college applicants*, and those who are legacies from the most selective universities are likely to have additional advantages beyond the typical kid of typical college graduate parents. So giving legacy preference is like adding unearned privilege on top of existing advantage in most cases. But it should not be surprising that legacy applicants overall should be expected to be strong within the applicant pool (but legacy preference could result in legacy admits and matriculants being not as strong as the entire admit and matriculant pools).

*Yes, there could be some effectively-first-generation-to-college legacy applicants whose alumni parent died or abandoned the family when they were infant/toddler age, leaving them to be raised by a non-college-graduate single parent, but that is probably rare.
