<p>I think it’s when you apply at the regular time but find out February. it’s still binding.</p>
<p>Are you sure it’s not Early Decision II? This is for kids who found out they didn’t get into their first choice school ED (I) and so are willing to enter into a binding agreement with College B. You generally apply the same time as RD but find out sometime around February. The “ED boost” in admissions still applies, though some spots will have already been taken by ED I applicants.</p>
<p>Not all schools have ED II (some do like Carnegie Mellon, some of LAC’s). The idea is to get students who got rejected in ED 1 at some other school to apply ED to another school. At that point in time, in most cases it may be just better to apply RD, unless you are really committed to that school, in which case you should have applied ED1</p>
