Some nice options for you would be UW-Seattle, UMiami, GWU (test-optional), American, Tulsa, and Chapman if you want to relocate. The University of Minnesota is a great option for you in-state if you cannot afford an OOS public or private education. You should definitely work hard to raise your GPA this year; your 28 ACT is competitive for all of the schools listed above.
I’m afraid your GPA will be limiting to a fair degree. Try to do as well as possible going forward so that you can show an upward trajectory (it appears you are a junior, correct?). You can control that. In general, I’d suggest you look first to MN public universities, which will definitely give you the best bang for your buck. It appears your family has substantial income. If you want to look outside MN, I’d suggest in general that you look to public universities in more southern states.
Why? I think merit aid will be difficult, and your family probably does too well to receive substantial financial aid from private universities. However, that’s a pretty blanket statement, and someone may be able to provide you with good potential options.
However, you might have a reasonable chance of admission at Missouri, Arkansas, Tennessee, Kansas, Oklahoma, New Mexico, other publics in these states (i.e. KSU, OSU) etc. Missouri, in particular, has had some campus culture issues that have impacted applications pretty significantly over the last few years. These are unlikely to have long-term significance. So that might present a contrarian opportunity.
As an OOS student, these will be fairly expensive but perhaps affordable (and maybe less than some other OOS public university options). You can certainly get a quality education at these schools, including in political science. They will give you better weather than MN, although, as I write this, it is darn cold everywhere.
