What schools, if any, does my brother have a chance at getting merit aid from?

Worked 15 hours a week at a movie theatre and then a Japanese restaurant all throughout high school.
Was in the school talent show for two years as part of the backstage crew.

He only is taking one AP senior year and didn’t take any before. Do you think there are schools that will give him scholarships or will the cheapest option just be his state school?

But we’ll need more info-- where do you live? What budget are we talking about? What major is he thinking of?
