What schools would be my "Target" or "Match" schools?

I’m an Asian immigrant student living in Georgia. I want to double major in Engineering/Computer Science and Music Composition or minor in Music Composition depending on what the colleges think of my compositions.

SAT Jan 2011 560 680 530
Jun 2011 590 740 610
Oct 2011 640 700 720

Will some colleges like the fact that I constantly improved on my reading and writing? Should I just send in my 2060 or should I send all of my scores?

ACT Jul 2011 31. R31 W22 M34 S35

Or should I send in my ACT score?

I haven’t taken SAT subject tests yet but I am taking math 2 and Physics in Nov 5th.

GPA 4.0+

I have no idea what unweighted and weighted is. But I have gotten an 90 or above in every single class I’ve taken so far. Every single academic class was a “gifted” class or Honors class. I’ve taken up to Honors Chnese 5 (and I’m not Chinese). In my Junior year I took an AP Physics B class an got an A without any bonus points and got a 5 on the AP exam. Currently I’m taking AP Physics C, AP Calc BC, and AP Lang. I have A in all of those classes without any bonus points and will probably get a 5 on the AP exams (maybe a 4 in AP Lang).

I rank 30 out of 798, top 5%. Our school offers a lot of AP classes, and if you take AP classs they add 10 points to their grade in that class. I didn’t really take advatange of those AP classes, so I’m a little low in class rank.

EC… not that much.

No sports. Negligible amount of club activities.
No state/national recognition for music.
HS Orch all 4 years, concertmaster during my freshman year.
About 5~6 years of piano.
A little bit of guitar.
I am a praise team leader in my Church (hope this helps)
A couple of my compositions/rearrangements have been played by my HS orchestra. For this winter fine arts showcase, we’re playing my rearrangement of “White Christmas.”
Some community service, but mostly related to church mission trips.

I think my piano skills are enough for a music composition major. I prepared 1st movement of Mozart’s Piano Sonata No. 8 in A minor and 1st movement of Beethoven’s Piano Sonata No. 12 in A flat major.
As for my compositions… I don’t really want to judge them. I’m just going to let the college compositon departments decide.

Awards
I got a plaque for lettering academically freshman, sophomore and junior years, and an award signed by the Georgia Governor for academic achievement. And few other negligible awards.

What schools would be my target schools if admission was solely based on my academic achievements? (If I get rejected from the composition program)

Oh. If possible, please try to recommend colleges that at least have a music composition program. I personally want to go to colleges in California, and none of the colleges in Georgia. If double majoring is not a option, a college specifically excellent in engineering or computer science would be ok. Please match me to some decent colleges…
