What should I state in my college application if.... ?

I am a US citizen but my parents are not. I lived with my parents in Missouri for 2 years when I was small, then we moved out of America and lived in my parent’s country ( jordan ) . I am this year graduating from jordan and applying for US colleges. What is my residency? Am I missouri resident? And If not what should I write in my college application sence I can’t choose jordan as my residency ( only US states, because I am not applying as international) . ???

You have no state residency now, so are out of state for all US public universities. It doesn’t matter what state you were born in. You would have to pay out of state tuition.

Assuming you have paperwork (birth certificate, passport, etc) you are considered a US citizen. That is generally beneficial when applying to private colleges (often need based aid is not as available or generous for non-citizens).

If it is not clear how to fill out an application, email admissions and ask them.

You’re better off applying to private universities, especially “meet need” universities, because they won’t care that you don’t have any state residency. Residency means the state where your parents lived for 12 months before you started college.
