Hello! I am a permanent resident, moved from Russia. Recently, I had taken ACT and got 27. I know, this is not very good, but for my English (it is really terrible) it is OK, I think. My GPA sucks too, it is about 3.3. My TOEFL (if it matters) is 95.
What should I do? I am interested in IT, my dream - MIT, University of California, Berkeley (haha I am funny).

None of those schools are realistic for your stats.
That’s what I meant by “haha I am funny”. So, I am not sure what do to. Wait a year and try again, with more knoweledge in admission process?
Research and compile a list of REALISTIC schools. Study to improve ALL your stats.
Consider going to community college, work hard on getting a high GPA, and then try to transfer after 2 years. Choose one that feeds into your state’s flagship school with a good computer science program.
Two of my brothers did 2 years of community college and then transferred to and graduated from UC Berkeley (one of them in computer science), so it can be done.
