What to do - I have taken 2 ACTs and received the same composite score. Can I send in both?

My ACT scores:
June 2018: 35E, 36M, 25R, 34S, 33C (32.5 avg.)
Sept. 2018: 32E, 36M, 32R, 33S, 33C (33.25 avg.)
I read the Cornell website, but it said that admissions officers will consider the highest ACT composite score (rather than the highest sections, unlike the SAT). I haven’t yet decided on my major, but I have narrowed it down to three choices (all within CALS): Biological Engineering, Biometry and Statistics, and Information Science. Since these are all STEM-related fields, I have also noted my STEM scores, which were both 35.

That’s slightly unrelated to the topic, but I don’t mind giving you tips. Personally, what I did was I started with an official practice test, then I reviewed every incorrect/guessed answer I had. After that, I decided to take practice passages, rather than full sections or tests, until I had improved my score to around 2 wrong per passage. After that, I worked my way up to full sections, then full tests. I took a full test about 4 times a week, reviewing my answers with each test.
