I submitted my EA application to UChicago. I self-reported my scores on the common application, but do I also need to send in official scores now? Can I wait until after I’m (hopefully) admitted? I’d rather save money if possible.
You need to submit official scores.
That is stated in the application instructions.
APs do not need to be sent unless you decide to matriculate

“…we would, of course, like to receive your scores before the appropriate deadline, we will accept October ACT and November SAT scores for Early Action…” implying that they want to see the report before Nov. 1.
In addition, I was told by my counselor that I need to submit it concurrently with my application.
It’s rather ambiguous.

The paragraph you refer to is Testing Deadlines. The Reporting Scores section is quite clear.
