<p>november 1st… deadline means “must be postmarked by.” Though, I recommend to perhaps watch them handstamp (hand postmark) the letter to make sure its post marked by the right date. Actually, I would say 31st because the 1st is a weekend so most post offices aren’t open then and won’t postmark it until later! So Get it in earlier.</p>
