Most of the top film programs have so many requirements and demand so much time in and out of class that double majors are mathematically impossible outside of a few majors.
Some schools offer dual film and business options over five years. NYU only has about 8 spots and one must apply as a freshman or sophomore I think. Syracuse offers a dual Newhouse (film) and Whitman (business) degree and you apply for the dual degree at the time you are applying for admission.
At each school you will have to see which of the majors have fewer requirements you can shoehorn into your packed film or theater schedule.
The odds of being able to do both film and theater majors are basically zero at a top program for either. The only option would be a minor.
Between theater and film you would have to pick a pathway and center your applications on this choice. In some cases, you would be able to add another academic major from one with fewer requirements.
