For ES, look into Bowdoin, St. Lawrence, Hamilton, Middlebury, Colby, Hobart & William Smith, Allegheny and Eckerd. Depending on the full aspects of your application, these schools might include about half matches and half reaches.
Regarding data science on an undergraduate level, you can approach this interest through computer science and math departments, so look for colleges with strong offerings in these areas.
@Gumbymom I can pay 40k / year. Would be nice if it was some more liberal parts of the US. Rural is totally fine, although I do like suburban areas better! Thanks in advance for the help
You might want to check out the Claremont Consortium especially Pitzer and Claremont McKenna colleges. There are 5 colleges that comprise the consortium and you can take classes at the different colleges. CMC has the data science major and Pitzer would have environmental studies.
