I know that it is still a relatively new field, so there aren’t many colleges that offer it as a major. Nonetheless, what would you suppose are the universities that are strong in this sort of field ? It is basically a combination of psychology, cognition, and neuroscience.

Since it’s such an interdisciplinary subject, a general ranking of colleges and universities should suffice.
Of that ^ list, focus on those that have an actual CogSci department (rather than just a degree as part of another department) - such as UCSD, CU-Boulder, URochester, Rennselaer, etc.
I believe my friend is in the Cog Sci program at UC Berkeley and loving it.
This list is not complete. I know for a fact that Michigan has a BCN Major (Biopsychology, Cognition and Neuroscience).
Virtually all neuroscience programs tend to be interdisciplinary in this way. I’m not sure I understand the distinction you appear to be drawing. Look at the schools on this list - they all seem to follow that pattern.
