which colleges in california/NY are most affordable/best education for out of state

so my dad refused to help pay for me to go to college, he said that he’s done helping me after high school. sounds messed up right? well, i live in new jersey now, and i want to go to California or New York for undergrad. I have a gpa of 4.3 right now and I will be a junior this fall so i plan to keep my gpa up. i only took ap history so far, but i got a 3. i did not take the sat yet but all my practice tests resulted in the 1700-1800 range (but i plan to improve my scores before spring 2014).
i was wondering which colleges/universities in california or new york are likely to help me a lot financially but still offers good quality education. i plan to major in biology, and i’m unsure whether it matters where I go for undergrad because i plan on going to grad school(med school) in the future. thanks for the help

I am from California and there is very little money for state schools and UC’s. In fact it was cheaper for my two older brothers to go out of state to go to school (Maryland and Indiana). Your best bet in California is applying to a private school but you will need to get your test scores up and your GPA is average…sorry

USC is really generous. Look into it. I dont think ur applying to ivys amd such(ur sat score indicates at least) so stanford, cornell and columbia are out. Btw i know stanford isnt ivy. Look at Colgate in NY. Consider Boston College as well.
Google search 63 most generous universities in America. You will see a decent list. Most are elites but u will also find mediocres on it as well.

These lists are somewhat misleading because they dont separate out need based aid and merit aid

You will need to raise those scores to the 2100+ range to open up good merit possibilities. Also take ACT.

Will your dad allow you to live at home after you graduate? In all likelihood, that will be the only way for you to afford college. Is he (or your mom or other relative) willing to cosign for college loans? If not, your borrowing will be limited to $5-6k per year. I highly doubt you will be able to go to a private or ou-of-state public with no help from parents.

Look into doing 2 years at your local community college and then transferring. Also check out colleges close enough to commute to so you can keep costs down (if you can live at home). And if there are any very cheap in-state options where you could live on-campus, look at those.

Also, consider the logistics of it. If your parents aren’t going to help you at all, how are you planning on moving across the country to California (where, let’s remember, cost of living is very expensive)?
