i had a pretty mediocre HS record (2.9 gpa, ~80th percentile SATs) and was wondering what schools i would have a shot at as a junior transfer from a well respected state school with a 3.8 gpa

In general, as a jr transfer your HS record will be weighed less than what you’ve done in college. That said, the very top colleges will take into account you whole record to some degree.

In addition to that, you must take into account that many schools have only less than 100 spaces for applicants, and often they get more than 100 qualified applicants. Because of this they can and may in fact use test scores and HS stats to narrow down their selection.

State schools are less likely to consider HS and many don’t ask for SATs for transferring. Michigan may be a good bet, if not top 25 it’s close.
