Looking for full financial aid. Considering UTD as a priority
You need full aid and you’re international which means you should apply only to schools that meet need.
But given you need full aid, it’s highly unlikely any will select you. With a 1350 or even 1450, it’s unlikely any will select you. With your STEM grades, it’s also unlikely any will take you.
But you need to find international schools that meet need. There’s 11 or 12 need blind but they have 1-5% acceptance rates - schools like Bowdoin and W&L and GTown and Harvard, Yale, MIT and more.
They do have some merit scholarships but they say they are competitive, and unfortunately your results/test score probably do not meet what they are looking for; in any case, they would not be enough to cover full need.
What are your options in your home country? The list of US colleges that meet full need for internationals is pretty small and mostly very competitive, and a number of them are also need-aware (so needing aid reduces your chances of admission). Unfortunately you may have to do what many people from other countries do and do undergrad in your home country; if you do very well there, you may be competitive for funded graduate school places in the US.
