Which year is most important?

I am currently doing my BA and have 1.5 years to go. The things is my grades are quite a mix, brings my average to about 3.2. I also transfered schools, because my family moved across the continent and I thought I’d be a good opportunity to study abroad (in Europe).
But for a number of reasons (no use explaining getting into them here) I’m not doing as well as I hoped and I am worried about my chances (in majors like Public Administration and IR). I know the school where I’m completing my BA would not be too difficult to get into, because it’s very small and not well known outside the country, but I am looking at the US,(and maybe Canada - where I grew up) among other places.

So my question is, the whole average looked at in the applications or is more attention paid to the last semesters?
Also, is retaking some of the courses a good idea? I might have some extra time and some cash saved up if need be. Or would that come off the wrong way to grad schools? Finally if worse comes to worse, could I do a MA here and then do another in a “complementing” this one major and have a double MA?
If any of theis is not well explained let me know.
(I realize not everyone is well versed in IR/Politics grad schools, but any advice would be appreciated). Thanks.
