Who is considered an athlete by a uni? someone who has played varsity for 4 years or someone at a state level/national level? Im just curious cuz Im an athlete - varsity soccer for the the three years i was in high school. so is the SAT standard lowered for me or am i just regarded as a reg. applicant?

You are an athlete, for sure. However, you would not be considered a “recruited” athlete. Only recruited athletes get special treatment by colleges. To be recruited, you have to be very good at your sport, and the coach has to want you on his team.

While being a varsity soccer player will certainly add to and help your EC list, it will not help in lowering SAT standards. You will be regarded as a regular applicant in this respect.
