I’m sorry- my knowledge of SAT is fairly limited, but as far as I know ETS does not release the actual SATs. If I am correct, any ideas as to why ETS opts to not make the tests available outside the exam halls?

Three actual SATs per year (January, May, October) are “released” in some sense via the QAS. Presumably, the College Board will eventually come out with the equivalent of the old 10 Real SATs book for the “new” SAT (March 2005 and later), since a new book like that would generate a lot of revenue. Until then, the Blue Book 2nd Edition has three real SATs (first three practice tests).

All tests cannot be released, however, since some questions need to be reused (yes, even in the graded sections) from previous test dates. Why is this? Enough new questions cannot be generated quickly enough (all of them must be pre-tested in the equating sections before actual use).
