Why do I have to wait two years before I can utilize Academic Renewal?

As the title states, why is this mandatory? I failed a math class last fall, but this semester I changed my major and suddenly finding a time to retake said class did nothing but impede on my ability to find classes that I need. I need to apply (to UCs, mostly) before the end of next semester, and given that I’ve just arranged my schedule for my next semester, this means that I have little to no ability to retake this class in full before my applications are sent. It seems absurd that I’ll have to either retake this stupid class or apply with an F on my record JUST because it hasn’t been two years, but for it to be two years it will already be much too late if I intend to transfer in only two years (I do).

What should I do? Should I make an effort to retake this class over the summer, even if it will force me to screw up my current workload, JUST to have the grade fixed before my applications? Is there any way of negotiating the time limit AR?
