UCF is asking that I tell them every other college I’m applying to.
I’m applying to all the top universities in Florida, why do they want to know this
and say I’m applying to an Ivy League, would this hurt my chances?

I’m not familiar with UCF admissions practices. But your application should put you in the best possible light. So you want the answer to this question to leave the reviewer with the impression that UCF is your top choice (or close to it). If you must list all the schools you’re applying to, you might try something like “UMiami and New College are my reaches, UF and UCF are my matches, and my GC is insisting that I apply to a few other FL schools as safeties.” To many reviewers, that makes UCF a “probable attend” if accepted. JMHO of course.

I believe any section of an application that asks what other schools you’re applying to is optional and not used in determining admission. If you feel uncomfortable putting down other schools, then leave it blank. It makes no difference.
