The Atlantic Monthly nails it: California residents need to perform really well and hope for the best with our instate publics. It’s not anything you can really “control” with the adcoms; you just have to hope that your application “shines”.

For CSUs, a “shining” application is one with a high eligibility index calculated from GPA and SAT (CR+M) or ACT scores.

Note that there are still several non-impacted CSU campuses where baseline eligibility gains admission, though some majors like nursing are impacted even at those campuses.
