Why would a college re-open its admissions?

This particular school had a deadline in December and has sent me a letter that they want me to apply. I really want to go here but I still need to complete the common app. Why would a college do this? Is it because they just dont have enough incoming freshmen? Also, it’s a private, so, in terms of scholarship money they would give me I’m kinda screwed for applying so late right?

They are probably looking for more qualified applicants. You might get a scholarship, who knows? If the application is free and you are interested in the school you can submit it – otherwise I probably wouldn’t bother.

a) You fit the profile of a person that they want. b) They want to pad their admission statistics (unlikely at this late date). If you really want to go there you should apply, privates have more flexibility in their scholarships /financial aid. Ask them.
