Hi, I am currently living with my legal custodian in VA; both of my biological parents are US citizens living abroad who pay expat taxes. I am afraid I will not be considered in-state as I don’t have a parent or legal guardian paying VA state taxes. Could I be considered in-state on the basis of my VA high school attendance?
