I was in a similar situation as you were back when I took the SAT and was applying to colleges. I took the SAT twice, and here were my results:

680 Verbal 800 Math 710 Writing (03/2008)

740 Verbal 660 Math 760 Writing (06/2008)

My scores were somewhat inconsistent like yours were, especially in the math section (140 point drop). I didn’t have a choice, so I sent all my scores in (there was no score report option back then). However, I think this inconsistency with my test scores might have affected me only slightly, because I got into the majority of the universities you listed (i.e. Duke, WashU, Rice, Emory, Northwestern, Pomona) and rejected/waitlisted at only a few (Stanford, Harvard, Brown, UPenn, Georgetown). To be honest, I think you will be fine sending all your scores; these will not make or break you I don’t think (although you would be wise to solicit more opinions). What does matter is how you present yourself in your application, your essays, and your resume. I don’t think my test scores helped me get into these fine universities since almost all applicants have decent test scores. My essays and the way I presented myself in my application is the main reason why I got into all these universities, especially Rice.

Bottom line: Remember that test scores are only a portion of what colleges look at when admitting/denying applicants. Your essays, your transcript, and your actual application, in my opinion, are more important. So I think you would be fine to submit all your test scores.
