Will my unique EC's balance out a 30 on the ACT?

<p>I’ve taken 3 practice tests and consistently received a 30-31. Its really frustrating, but I’m going to take more regardless.Is this good enough to get me accepted.
Objective:
• SAT I : Not Taking
• ACT:Aiming for 32+
• SAT II: Chem 730 taking Math II later
• Unweighted GPA : 3.95
• Rank :top 3% 15/532
• Senior Year Course Load: Adv Comp , Honors Ex phys, Guitar , AP Comprtition Gov, AP Stats, AP Euro
• Major Awards :AP scholar award , Academic letter all 4 years , Top 10% in school for state math competition

• VP of Neuroscience Club 3 years , Third place in State Brain Bee Competition junior year
• Part of HOSA (Health Occupation Students of America) for 3 years, currently VP , 1st place in state competition for creative problem solving.
My Biomedical debate team got 4th place in the HOSA Nationals competition in Anaheim , California against 48 states

<p>• Volunteer/Community service: Volunteered in a nursing home for the elderly since 7th grade
• Summer Activities: Shadowed a Geriatrician (elderly doctor) in Lebanon 3 days a week , 4 hours each morning starting 8am , for a month. The hospital had abandoned elderly, homeless, and mentally challenged patients.
