You are right on the cusp. Your GPA is below the average and ACT above the average. It could go either way. Much will depend this year’s applicant pool Stats.

but put on the waiting list! Plan to send in an appeal
The wait list agony can go on for months and the results vary dramatically year to year. My son was on a wait list @ CSULB until mid May - after the housing deposits are required elsewhere.
I hope it works out for you but, keep other options open and pursue your plan B.
