I already took Honors Precalculus in high school, will taking precalculus in community college hurt my chances of transferring into a good 4-year university?
why not just take calc if you already took precalc???

Why take it at a CC if you’ve had the course?
Why do you want to take this same course…again?
There are many “good” four year universities.
Are you taking it for an easy A or you feel like you need the re-review.
I don’t believe it will impact your transfer - but it might not meet a transfer requirement so it might be a class not utilized in the admission process, depending upon the school.. But if you feel you need it as a basis to move up in math, it’d be smart to retake.
