Last semester I was ranked 3 out of 380 people in my grade. However this year, because of schedule conflicts, I could only take 3 weighted classes while there were others taking 5 and 6 weighted courses. I got 1 B (in AP German) and the rest A’s and my GPA dropped from a 4.56 to a 4.52. Now this semester I checked on my new transcript for mid-year report, I saw that my ranking has fallen to 9th. Would colleges see this as a downtrend and will it hurt me a lot because of that 1 B and my seemingly easy senior year schedule?

I doubt it.

No. 3-9 is not a significant drop alone won’t but the weaker classes could have an impact on some. But if it was a scheduling conflict, it could be noted and explained why this occurred which puts you in a fine position.
